The Hindi Section established in Central Water and Power Research Station, Pune has been continuously moving ahead on the path of its duty for the last several decades. As is well known, the official language is the declared language of a state or country which is used for all official purposes i.e. government work. Under Article 343(1) of the Indian Constitution, Hindi in Devanagari script has been declared as the official language of the Union on 14 September 1949. Along with this, under Article 351 of the Constitution, the Union has been entrusted with the duty to promote the propagation of Hindi language, to develop it so that it can become the medium of expression of all the elements of the composite culture of India. The Hindi Section is constantly striving to ensure compliance of these constitutional and legal provisions related to the official language and to promote the use of Hindi in the official work of the Union.
Ensuring compliance of the implementation of the official language policy of the government, Hindi workshops, seminars and meetings are regularly organized in the Research Laboratory.
With the objective of promoting interest in the official language Hindi among the officers and employees and providing opportunities to their creative talent, the Hindi house magazine “Jalvani” is being published for the last 30 years. Along with this, the work of reaching the public through the quarterly bulletin “Jal Anusandhan” about the technical and non-technical activities going on in the Research Laboratory is being done.
As per the guidelines issued by the Official Language Department, Ministry of Home Affairs, “Hindi Day and Fortnight” is organized every year from 14 September to 28 September in the Research Laboratory. It is celebrated with great joy and enthusiasm. This year, for the first time, “World Hindi Day” was also celebrated in the Research Institute on 10 January 2024.
To effectively implement and monitor the Official Language Policy of the Union, an Official Language Implementation Committee has been constituted. Meetings of the Committee are held regularly under the chairmanship of the Director in every quarter.
Routine forms used every day, standard drafts such as casual leave applications, joining report, departure report, names of divisions/sections, names of ministries/departments, types of holidays, spellings, house magazine “Jalvaani”, frequently used phrases etc. have been made available in Hindi on the intranet. Hindi manual, annual programme issued every year by the Official Language Department of the Home Ministry and technical terminology of all the laboratories of the Research Institute have also been made available on the intranet.
To overcome the difficulties faced while doing office work in Hindi, officers and employees are being nominated in turn for training courses organized under the Hindi Teaching Scheme. Also, Hindi software has been installed in all computers.
To ensure compliance with the Official Language Policy, the Research Institute is inspected by the departmental inspection, Jal Shakti Ministry and the Parliamentary Official Language Committee.
